Section A: Decoding OBD2 for Vehicle Diagnostics
The On-Board Diagnostic system, most commonly known as OBD2, is an essential feature in modern vehicles. It acts as the car’s self-monitoring system, tracking the performance of the engine, emissions control systems, and other critical components. When something goes wrong, the OBD2 system generates Automotive Obd2 Codes, also known as diagnostic trouble codes (DTCs). These codes are your car’s way of communicating that it needs attention, often signaled by the illumination of the Malfunction Indicator Lamp (MIL), or “Check Engine” light, on your dashboard.
This guide provides a comprehensive overview of automotive OBD2 codes, including pass/fail standards for smog check inspections and troubleshooting tips for vehicles with known OBD test difficulties. This information is crucial for vehicle owners, automotive technicians, and smog check inspectors alike. Consider this your go-to reference, replacing outdated resources and offering the most up-to-date information available.

Section C: Understanding Pass/Fail Standards for OBD2 Smog Checks
When it comes to smog checks, the OBD2 system plays a crucial role in determining whether your vehicle passes or fails. The standards are based on several key aspects of the OBD2 system’s functionality.
Readiness Monitor Standards: Are Your Vehicle’s Self-Tests Complete?
Readiness monitors are essentially self-tests that your vehicle’s OBD2 system performs to ensure that all emission control systems are working correctly. These monitors need to be “complete” for a vehicle to pass the OBD2 portion of a smog check. However, some vehicles, due to their design or driving conditions, may have difficulty completing all monitors. It’s also important to note that readiness monitors will reset after certain repairs, such as battery disconnection, requiring a drive cycle to reset.
The number of incomplete readiness monitors allowed varies based on the vehicle’s model year and fuel type:
Model Year | Fuel Type | Number of Incomplete Monitors Allowed to Pass OBD Test1 |
---|---|---|
1996-1999 | Gas2 | Any one3 |
2000 and newer | Gas2 | Evaporative system3 |
1998-2006 | Diesel | Zero |
2007 and newer | Diesel | Particulate Filter and Non-Methane HydroCarbon (NMHC)4 |
1 Implemented May 4, 2015.
2 “Gas” includes gasoline, propane, natural gas (CNG, LNG, LPG).
3 The misfire, fuel, and comprehensive component continuous monitors are ignored during an OBD test on “gas” vehicles.
4 Implemented July 5, 2023.
Dashboard Malfunction Indicator Lamp (MIL) or Check Engine Light, a key indicator of potential automotive OBD2 codes.
Malfunction Indicator Lamp (MIL) Standards: Is Your “Check Engine” Light Behaving?
The Malfunction Indicator Lamp (MIL), or “Check Engine” light, is a primary indicator of potential issues detected by the OBD2 system. Its behavior during a smog check is strictly assessed:
Vehicle | Pass/Fail | Standard |
---|---|---|
All with OBDII | Pass | MIL illuminates when key on engine off (KOEO). |
All with OBDII | Pass | MIL turns off when engine running (KOER). |
All with OBDII | Fail | MIL does not illuminate when key on engine off (KOEO). |
All with OBDII | Fail | MIL illuminates when engine running (KOER). |
A properly functioning MIL should illuminate briefly when you turn the key to the “ON” position before starting the engine (KOEO) and then turn off once the engine is running (KOER), indicating that the OBD2 system is operational and no active faults are detected.
Communication Standards: Can the Smog Check System Talk to Your Car?
For a smog check to be performed, the testing equipment needs to communicate with your vehicle’s OBD2 system. Communication failures can occur due to various reasons, ranging from simple issues like a loose connection to more complex problems with the vehicle’s computer system.
Vehicle | BAR-97/OIS | Standard |
---|---|---|
All with OBDII | BAR-97 | Vehicle communicates with BAR-97. |
All with OBDII | OIS | Vehicle communicates with OIS and transmits required data.1 |
1 Required data typically means data from OBD addresses: Mode $01 PID $00, Mode $01 PID $01. Mode $01 PID $00 returns what data is supported on the vehicle. Mode $01 PID $01 returns MIL status, diagnostic trouble codes (DTCs), and monitor status.
Permanent Diagnostic Trouble Code (PDTC) Standards: Codes That Stick Around
Permanent Diagnostic Trouble Codes (PDTCs) are a specific type of automotive OBD2 code that, unlike regular DTCs, cannot be erased by simply using a scan tool or disconnecting the battery. PDTCs are designed to ensure that vehicle owners address the underlying issue that triggered the code, as they can only be cleared by the OBD2 system itself after verifying the problem is resolved through normal driving cycles.
Model Year | BAR-97/OIS | Standard |
---|---|---|
1996-1999 | BAR-97 | Not applicable. |
2000-2009 | OIS | Not applicable. |
2010 and newer 1 | OIS | Vehicles fail when a PDTC is present. 2,3,4,5 |
1 Some 2010 vehicles do not support PDTC. Those without support for PDTC will not be subject to the PDTC check.
2 A vehicle with a PDTC stored will fail the PDTC check regardless of whether the MIL is commanded ON or OFF.
3 PDTC presence will be ignored if the vehicle has completed at least 15 warm-up cycles and been driven at least 200 miles since its OBD information was last cleared (as determined by Mode $01 PID $30 and $31).
4 BAR is aware of some vehicles that have trouble properly clearing certain PDTCs. BAR is working with the California Air Resources Board (CARB) to ensure that known problematic vehicles are addressed by vehicle manufacturers. Until then, these codes will be ignored by BAR-OIS. For more information, see Permanent Diagnostic Trouble Code Vehicles of Interest.
5 Vehicle manufacturers have issued extended warranties, recalls and repair campaigns for some vehicles that have trouble properly clearing PDTCs. These vehicles are listed under Permanent Diagnostic Trouble Code Vehicles of Interest. When one of these vehicles fails for the PDTC, please refer the motorist to the dealer for covered repairs.
Modified Software Standards: Keeping Your Vehicle’s Software Legitimate
Tampering with a vehicle’s software to bypass emissions controls is illegal and will result in a smog check failure. The OBD2 system now includes checks for modified software to ensure vehicles are running on approved configurations.
Vehicles with illegally modified software will fail the smog check inspection. To pass, the vehicle must be restored to an OEM-approved or CARB-approved software configuration.
Section D: Navigating OBD2 Test Issues: Vehicles of Interest (OIS)
Certain vehicle makes and models are known to have specific issues that can cause problems during OBD2 testing. These issues can range from communication problems to incomplete readiness monitors and false MIL illuminations.
